Word Press Recurring Payment Scam?

Dear Sir/Madam
I have not authorised this payment to WordPress nor was I was made aware it was pending/due.
As far as I am aware I have no “active sites” with WordPress and can”t imagine why they would be attempting to charge a $99 payment.
WordPress accounts cannot be cancelled – see paste below. I confirm my sites are ‘inactive’. Do WP intend to charge me on an annual basis for the rest of my life? Please dispute/cancel this and any future payments.
“WordPress.com accounts cannot be deleted. However, you can easily delete your blog. If you wish to leave WordPress.com, you can just leave your account inactive. To unsubscribe from any email notifications from WordPress.com, go to your subscription settings and check the box that says Block all subscription emails from WordPress.com. Also: change/rename your username, and reuse email addresses.” (WordPress 2015)

We bloggers can click https://wpchrg.wordpress.com/ and complete the details and submit them to Staff whenever we have a billing question. That form is available even when the contact link is not available.

P.S. Be aware that Automattic owns WordPress and many other services including Akismet purchases of self hosted sites and other services too.
