I did not know i needed to have a web server when I purchased StartupWP. Refund please as this is no good to me.

That’s correct, for future reference, ANY theme that you buy outside of wordpress.com does not work on wordpress.com and is meant for the wordpress.org self-installed version.
You could always make a request to wordpress.com that Startup be included into their integrated themes.
Otherwise, your selection is limited to those themes found here:

All I want is a template for a web site like the one in the as for what I purchased, that I can update from a web server, any suggestions? Hey thanks for the reply btw.

I’m also apart of the CyberChimps team who develop Responsive (http://theme.wordpress.com/themes/responsive/) which I would definitely recommend giving a try.
Other than that, I can’t personally vouch for any of the other themes on here as I’ve never used them, but they’re all good, it’s pretty difficult for themes to be included on .com in the first place, besides the customer demand needing to be there, they must pass a lot of quality tests. So you’re pretty safe whatever you decide.

Exactly what do you mean by that?
As for the refund – you need to get the refund from the company that sold you the theme – you have made a common error so they should be used to requests for refunds from WordPress.COM users
