I am disappoint you with this, but WordAds is not available for the sites with the free example.wordpress.com sub-domain.
You can read about it here: https://wordads.co/faq/There are 3 paid plans on WordPress.com: Personal, Premium and Business. You can upgrade to any of these plans to monetize your site/blog using WordAds and start making money.

You do not have direct access to WordAds with Personal plan(like you do with the Business or Premium plans). You have to meet some eligibility criteria if you want to use WordAds with the personal plan. One of the eligibility criteria is a custom domain — which can be registered using this plan.

I want to start new website (premium) not a free domain but website contains telugu language.. can I get approval for that..and how much I need traffic to website monetization..

If you are planning to upgrade to a Premium plan the good news is you have direct access to WordAds. There’s no eligibility criteria for that.
Regarding the telugu language, i suppose staff can answer you better on that. So i am tagging this thread for staff assistance.

As @optidusprime indicated, if you upgrade to Premium you’ll automatically be approved for WordAds. Without Premium you’ll need to meet a minimum traffic requirement, but I cannot tell you the exact number of traffic you’ll need. I can tell you you’ll need thousands of views a month to make any meaningful income from online advertising.
We don’t have any language criteria for admission into WordAds, but keep in mind that the language on your site and where your readers come from will influence both which advertisers are willing to bid on ad space on your site and how much they’ll be willing to pay.
