I already contacted them. But they do not reply me for almost 2 months.
The purpose that i paid the hosting and use wordpress rather than google blogger is because i want to earn money from my blog,Do i need to Fully build my blog, in order to get WordAds to approve my account?
In this case, I would like to close my blog account.
Do i able to get back my hosting money since i open this account for 2 month only.Hope to get your reply.

I’m sorry you have not received a response. There’s nothing we can do about that.
Do i need to Fully build my blog, in order to get WordAds to approve my account?
Of course you do. Until there is high quality content that attracts a substantial flow of traffic, content and traffic no advertiser will choose to advertise on any blog.
Moreover, you do not pay for web hosting here. All WordPress.com blogs are hosted free of charge.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.

No. But you own the domain name and can use it elsewhere if you wish. If you’ve registered your domain through WordPress.com and now want it to point to a blog or website hosted elsewhere then you can do this by updating the nameservers. http://en.support.wordpress.com/domains/domain-management/
