You need to apply for WordAds here: https://wordads.co/signup/
A .com domain is required in order to be eligible for WordAds, meaning a free .wordpress.com site will not be elligible.
Please take a look through this helpful list of Frequently Asked Questions. Specifically this section: https://wordads.co/faq/#eligibility
We are unable to provide WordAds for sites with the default free [example].wordpress.com URL, so you’ll need to either register a new domain name or map an existing domain name to your WordPress.com blog of choice.
To apply for WordAds you will also need to install the Adcontrol plugin.
You can apply without owning a Jetpack plan, but then you will only be approved once you meet the minimum traffic requirement. This approval is automatic, so you only need to apply once.

I just wanted to add to the information @theblakesheep has provided. You can check whether your site is eligible for WordAds on the ‘Apply’ page:
The ‘Ineligible blogs’ section shows why a blog is not eligible for the program.
The AdControl plugin is only available for self hosted sites. It’s not something you need to use if you have a WordPress.com site.
