  there isnt the general page for plugins for my wp-admins and it keeps on taking me to the plug in installing site staight away.

  To upload plugins on your WordPress.com site will first require upgrading to our WordPress.com Business Plan. There is not an option to upload plugins on free WordPress.com sites.
