You appear to be confused. WordPress.com is on continuous roll-out. We experience the upgrading here on wordpress.com before the new versions are available to wordpress.ORG users. Staff do all upgrades for us at wordpress.COM — we do nothing. If you have a specific concern please post it and shall try and answer it. -

Are you aware that wordpress.com and wordpress.org run on different software. Perhaps whatever you think is missing is simply not part of what is provided on the wordpress.COM multi-user blogging platform blogs, and is only available on wordpress.ORG installs for self hosting. The are explained here by Staff differences > http://support.wordpress.com/com-vs-org/
Please specify which new things you think are missing from the Admin section of your wordpress.COM free hosted blog.
