WordPress Account & Host Migration

A dev team built a site for me using WordPress. They hosted it on their own platform. Then they raised their hosting prices (as well as other prices). They said if I didn’t want them to host the site they would send me the WordPress files and I can host it somewhere on my own if I wanted. They sent me the files. I’ve temporarily put the site up on DigitalOcean. Now I want to make changes to the site and don’t know how.
1.) Is there a way for me to link my WordPress account (with no webisite) to the WordPress files hosted on DigitalOcean for me to access and edit the files hosted on Digital Ocean?; and/or
2.) If WordPress requires that the site be hosted by WordPress in order to be edited, is it possible for me to import what I have on the Droplet into my WordPress account without disturbing the existing site, and so I can make site edits?

We have an assisted migration service you can use to bring the site over to WordPress.com as it currently stands. This does not affect the live site in any way.
