You don’t need any upgrade at all to capture social networking icon images, upload them and link them to your profile pages on each social network and display them in a text widget.
The the guide for creating links in posts and pages is here http://en.support.wordpress.com/links/
For creating links in a text widget see:
http://en.support.wordpress.com/links/text-widget-links/
http://en.support.wordpress.com/widgets/text-widget/
NOTE http://en.support.wordpress.com/widgets/text-widget/#adding-an-imageYou can upload image files by clicking the Add Media button right above the editing area of a page or a post. http://en.support.wordpress.com/add-media/
You can also upload new files to your Media Library using Media → Add New. http://support.wordpress.com/media/media-add-new

Please read this first and know there is no upgrade you can buy that changes anything whatsoever stated there http://support.wordpress.com/com-vs-org/
Then read:

I just read the information you sent . I see the changes for upgrades include more storage space, maybe more customization of fonts but nothing dealing with the information I specified earlier. Sounds like wordpress.org while is may be more difficult to comprehend it gives you more flexibility in the function of your blog.

.will I be able to customize my blog with social media widgets and side bar tabs seen here
You can do that without any upgrade as I already stated above. The social networking icons are images.
Also as I said above nothing stated here changes if you purchase an upgrade > http://support.wordpress.com/com-vs-org/

Yes it’s more difficult to manage you own install. It means paying a web host but most of all it means you have to know what you are doing because if anything breaks you have to fix it yourself or hire someone to do it. There is no Staff support at WordPress.ORG. They don’t provide hosting. They provide only free software and volunteers answer support forum questions.

Yes thats what I have noticed from the website. Also I have grasphed the concept of how to add side widgets however I am still having a problem implementing social media icons onto the header. I have seen videos on youtube and they tell you to go on your pluggin feature however I do seem to have a tab that says pluggins is that on wordpress.org?
-
Trash the videos you are watching. They are for WordPress.ORG installs only. We cannot access the header area and insert anything into it on free hosted WordPress.com blogs at all.
Does the Custom Design upgrade let me edit HTML?
No. The Custom Design upgrade allows you to edit fonts and CSS only. You can change the appearance of a theme, but not its HTML markup, PHP code, or content. If you require this functionality, please consider moving your blog to a web host … http://en.support.wordpress.com/custom-design/#frequently-asked-questions -

You’re welcome.

For some reason when I click on the publicized share this networks for facebook and twitter a yellow star appears and it doesn’t let me link to the site however when I press the pinterest and stumble upon icons it does? Why are these two icons not working any suggestions?
Also what does it mean to make this connection available to all users of this blog when you add a network? Does that mean that other users can share that post as well on their social media networks or when another user you are following posts something it will also will appear on your social media??
