WordPress Address vs. Site Address

  This morning, I changed the WordPress Address of a client’s site in the Settings>General page. Now the site’s CSS has been stripped and the homepage is on a redirect loop.

  I can no longer log-in to the dashboard to go back and fix it, so I suspect I may have to make the change elsewhere but I am unsure where to begin.

  Has this ever happened to someone? Any advice or guidance?
