WordPress app keeps publishing on the wrong date

I published a piece today and I was absolutely positive I checked February 19, 2014 under the date.
The piece posted to Twitter and everything was fine. It emailed to my followers. It just didn’t show up on the site. You know why? The thing showed up as having been published on February 19, 2013.
I’m totally confused. If I had selected the wrong year, why did it go to Twitter and email with the correct date? It seems bizarre. Please help, because now my email-only followers are going to get a 404 message because I changed the date to the correct one. Thank you.

Sounds like you have the default date time zone for your blog – two options
1) move to London England (UTC / GMT 0000)
Or
2) Set your blog time – Dashboard >> Settings >> General >> pick a city in your time zone – remember to save changes (hidden at the bottom of the page)

Thank you! So if New York is 5 hours behind UTC, I select UTC-5?
I am still figuring out why it messed up the year. I have only been blogging 1 1/2 minhs and all this is still new.

Please set to New York if that is in your time zone – then daylight savings time will be automatic
If you pick a UTC offset you will need to change it twice a year for Daylight Savings Time

I don’t see the option to set it to a particular city–I just seem to have the UTC thing. Am I in the wrong spot? I have wordpress.com, not wordpress.org.
New York is the closest, although I wouldn’t mind moving to London.

You are in the correct place – click on the side to open up the whole list – then scroll way way up to the top – it is a long list and the UTC offsets are at the bottom
