  I registered my domain elsewhere and now would like wordpress to be my registrar

  Thanks for getting in touch. While we register new domains here at WordPress.com, we’re not able to accept incoming transfers of existing domain names. We therefore recommend that you keep the name registered at your current registrar. You can use the domain for your site here at WordPress.com by mapping the domain, as explained here:

  Ok thanks. I’ve been dealing with my current registrar to do just that however they keep telling me that WordPress is the reason my site is down. They are not offering any solutions just saying it’s not their problem…so I’m looking for a new registrar.

  These are recommended domain registrars that we work with with our Guided Transfers customers, but it will give you a great starting point to find a new registrar.
