WordPress Beginner

I’m a WordPress Beginner so bear with me. I’m trying to add flexbox or bootstrap to my website but I’m confused as to where to put the cdn. Do I just copy and paste it into the header of index.php? Also should I be keeping files in wp-content?

Luckily, the vast majority of supported themes on WordPress.com are responsive by default, so if you’re working with a WordPress.com website, you shouldn’t need to add flexbox or bootstrap.
It sounds like if you’re in control of your wp-content folder, and you’re able to edit your index.php files, then you’re probably working on a WordPress.org site. These forums are only for websites hosted on WordPress.com. If you’ll give me the domain you’re currently working on, hopefully I can look into this a little bit further.
On WordPress.com hosted sites, you are not able to edit the .php files, and you are not able to change the site directory through FTP. For more on FTP, and what types of custom design options are available on WordPress.com, check out these links: https://en.support.wordpress.com/custom-design/

You are correct in that it’s not a wordpress.com site because I have a file manager.
My problem with themes is that I want my portfolio to look a certain way and I can’t find a free theme that works for graphic design portfolios so I was thinking of starting over and using the Underscores or Joints WP theme.

I want to be able to put an overlay with text on the photos when you hover over them but there isn’t an option to do that in the plugin I’m using.

Since these forums are for sites hosted on WordPress.com, and your site is a self-hosted WordPress.org site, try checking out the .org support forums at https://wordpress.org/support/. They should be able to help you more from there.
You can also try looking into the support page for the specific plugin you’re using, or support pages for the specific themes you’re looking into.
