WordPress bumped me down to Free Plan after I had paid for Premium

In March I upgraded from a free plan to a premium plan, then last week decided to upgrade to a business plan. I changed my mind a few days later and was able to refund it. However, it downgraded me to a free plan! I no longer have the site name (WordPress is now added) and they want me to pay for a full year to get it back. Does this make sense? I was told that when you upgrade to Business it’s a slightly pro-rated amount from the previous plan and therefore that total is factored in. but this sounds very unethical. I paid for a yearly plan from March up front and I should be able to get it back, or if I have to renew the plan again, I should not have to pay another yearly amount. Am I missing something? I find the support has been very delayed – 3-5 days before I hear back from anyone.
