  How can I develop more than one website in Business plan of WordPress.com?

  Its great you are considering WordPress.com!

  Now, coming to your question. Every account can create unlimited websites on WordPress.com. However, each paid upgrade is applicable to one site only. Which means, purchasing the Business Plan will only offer its advantages on one site, you will need to buy the Business Plan on a second site if you wish to use it on a second site.

  To put it simply, a Business Plan upgrade is per site only and paid for a year or two.
