Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

http://en.support.wordpress.com/plugins/For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
You can read about the Calypso code conversion here http://ma.tt/2015/11/dance-to-calypso/

P.S. All wordpress.COM hosted blogs are running on the latest version. All upgrades are done by Staff. We bloggers do nothing at all. In fact this the BETA test platform for all new wordpress versions and they are up and running here at wordpress.COM about a month before they become available to wordpress.ORG users.

Well, maybe I ought to add this too. Note that Jetpack is a plugin used by WordPress.ORG bloggers to achieve parity with what we already have built in to WordPress.COM blogs.
