I do have a fully custom website designed on HTML/CSS, but I’m looking now for a good (if possible free) CMS. I could use WordPress, but the question is how to proceed I couldn’t find any tutorial on how to link a fully custom website to wordpress ?

Yes, the process is the same should you choose to host with WordPress.com, or self-host with WordPress.org.
I see that you already have a free site on WordPress.com — I suggest giving that a try.
You can have a free site for as long as you like, and upgrade when you need additional features (e.g. custom domain), which you can review here: https://wordpress.com/free/#plans

Thank you everyone for your answers.
I did try something, I added on my host a copy of my full website as a theme (as a folder : wp-content>themes).
I had an error message first because my style.css is located in a file (assets>themes>style>style.css). But wp wanted to have it on the root, after the change the theme has been activated.
But when I want to preview my pages, it’s all plain text, the styles are not applied, it’s most probably because the link to the style sheets are broken. Is there a way to solve that ? Many thanks for your help everyone !

I’ve looked and the error you describe does not sound like it is related to https://newspax.wordpress.com/
You have this issue with another site? If so what is the URL? Also I see you mentioned another “host” can you tell us who that is?

No it’s not related with that website. I’m on localhost and I went for wordpress.org (the downloadable version)

I’m afraid that we can’t help directly because your site is not with WordPress.com managed hosting. As such, we don’t have the ability to take a closer look at your site.
Instead, your localhost uses open-source WordPress.org software, which differs from what we offer here on WordPress.com.
The good news though is that help is available in the WordPress.org forums: https://wordpress.org/support/forum/how-to-and-troubleshooting/
