I’m looking to inquire regarding the plugin selection available with the commerce plan. It says that you will be given access to a significant number of premium plugins. Is this included with the plan at no extra charge? What kind of plugins, precisely? Is there a list available or anyway one can identify what these plugins are?

I can’t see anything here regarding what plugins are included with the commerce plan although they mention a significant number is included. I’d like to inquire more regarding this. Is there a customer support line to contact?

Most of the plugins mentioned under “what’s included” are made to work seamlessly with WooCommerce and those extensions are included in the plan itself.
Technically, on the Commerce plan as well as the Business plan, you can upload and install just about any plugin, although not all external plugins are free. There is a list of plugins that conflict with the WordPress.com environment, and you can find that list here
While most plugins are supported here at WordPress.com, there are some that are not. This page contains a running list of these unsupported plugins and the reasons why. Any plugins mentioned on that page are the plugins included in the Commerce plan. These plans are freely included in your site, as long as the plan is active.
