Does wordpress.com restrict what plugins can be installed? For example – can I create and self install plugins like I can on a self-hosted wordpress site?
I don’t have a site with WordPress.com yet

In short, yes. You will need to purchase a Business or eCommerce plan for your wordpress.com site in order to install plugins. More detail can be found here: https://wordpress.com/support/plugins/

I under the license requirements for installing plugins on wordpress.com.
My question is if I have a license that allows plugins does wordpress.com limit which plugins can be installed? I make basic plugins for my own sites frequently and don’t want to lose that capability.

It depends on what type of plugins you’re creating. There’s a list of incompatible plugins here that should give you an idea of whether or not the types of plugins you use will work.
