Hi I’m following the instructions on the page https://wordpress.org/plugins/digg-digg/installation/ to install a floating social media bar, but when I add wp-content/plugins/ to the url to get me to the right place to install the widget it spits me out. What am I doing wrong?

You are pointing to a WordPress.ORG plugin that you cannot use on any WordPress.COM hosted blog like http://terrasardatours.wordpress.com/.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

http://en.support.wordpress.com/plugins/WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
