If I pay $13 to map my existing domain, will I actually be able to customize my site? Because currently when I enter my url, wordpress’ site admin wont let me do a single thing.
The blog I need help with is: (visible only to logged in users)

No.
The domain rules are simple: buying a custom domain gets you just that, a custom domain. If you want to change the appearance of the site you will need the $99 bundle of upgrades that includes Custom Design.

Your account is old enough you should be able to buy the CSS for the original $30.-/yr price stand alone if you don’t need the Cable TV pricing policy bundle

I don’t even want to map the domain shown on this forum. That’s only there because to submit a topic here I had to have a domain present. That ois actually pretty old, I never even use it anymore.
I want to map a domain I just got from namecheap. Problem is, wordpress’ site admin wont let me do anything. There’s a pretty useless control panel on the left, and the rest of the site is blank white. What can I do about this? -
Based on the additional information you provided in your other thread, I think there may be a bit of confusion about how domain mapping works. I’ve tried to clear things up for you a bit here: https://en.forums.wordpress.com/topic/i-just-want-to-use-the-domain-i-paid-for?replies=2#post-2094076
