  If I create a website in wordpress.com and I choose public and search engine view options, does this mean my site is totally up and running or do I need a separate hosting plan?

  The blog I need help with is: (visible only to logged in users)

  You do not need another hosting plan. Start with this: http://learn.wordpress.com and just start blogging.
