  Does the WordPress Hostinger hosting pay for wordpress also? Are you able to use plugins, css code, html code, and other wordpress features with the wordpress hostinger hosting plan?

  The blog I need help with is: (visible only to logged in users)

  Hello there,

  Ultimately Hostinger would need to confirm the limitations of their hosting provider.

  They deal in self-hosted WordPress, which is different to that of WordPress.com. The two are considered completely separate.

  That’s correct; Hostinger is a separate company to WordPress.com. They provide services which are reasonably similar to ours, though not identical. Both we here at WordPress.com, and Hostinger, make use of the WordPress software for sites. The WordPress software itself comes from WordPress.org originally.

  Essentially there are two ways to use WordPress, you can either use the WordPress software downloaded from WordPress.org onto a web host like Hostinger (also known as self-hosted), or you may host your site with us here at WordPress.com. The link posted by aleone89 above goes into more detail:
