Hi there,
WordPress is the name of the open source software made by the community on WordPress.org.
GoDaddy and WordPress.com are both hosting providers for that software, with the biggest difference being that at GoDaddy, you’ll be using that software as-is, and will be responsible for all maintenance like software updates, security, backups, etc, while WordPress.com is a managed host that takes care of those parts of hosting for you. On WordPress.com we also have some additional features built in that’s not part of the WordPress software by default.

cPanel actually has nothing at all to do with WordPress, but is a hosting admin interface used by many hosting providers. In other words, that’s how you control the software on your server itself.
On WordPress.com we don’t have cPanel because it’s not necessary – we manage your server and the software for you, so you don’t need to configure anything manually. On our Business and eCommerce plans we do provide access to some settings you’d access via cPanel at other hosts, but we use our own admin tools for those features.
Let me know if you have any questions about this.
