WordPress Issue

  I am facing an issue, earlier i used to see ‘Add New Pluginn’ Option in Pluginn Section but now i am unable to add new pluginn. Also if i am unable to delete existing pluginn, i can just deactivate them. Unable to to find delete button. Please note i am using wordpress form last 3 years and i am facing this issue for the very first time, Please help
