  I want to use the wordpress local host (found on wordpress.org) to configure a blog located on wordpress.com, to allow for plug in support, is this do-able?

  No. WordPress.com and WordPress.org are completely separate and different http://support.wordpress.com/com-vs-org/ We don’t provide support for local installs here and there is no FTP access or blogger installed plugin capability on WordPress.COM hosted blogs.
