WordPress login page missing

  I was trying to move my wordpress website from a test location to the official web address. IE moved to make it public. So I changed the Site address and a second setting below to the official website location in the dashboard settings of wordpress. Now my webpage is broken and it can’t find the website at the old location, or the new and I can’t get access to the login or admin page. Please help me fix this. I assume it moved a file in the control panel fie manager, but I have no idea what. Please help me, I know just enough to be dangerous to myself!!!
