WordPress Menu Limit

  I am having a problem which I see many have had. There seems to be a limit on the number of menu items in WordPress. Looks like I have to set the following values in php.
  suhosin.post.max_vars=5000
  suhosin.request.max_vars=5000
  How can I do this myself?
  Can someone give me the exact filepath to the required file?
