wordpress on localhost has different interface with online wordpress

I’m using Sela theme on my wordpress account. I tried to recreate the account on my localhost by installing wordpress locally, however the interface is different. There is no logo for the site identity, etc…
Is this normal? Is the localhost wordpress different from the one online?

Entirely. WordPressdotcom is a specialized multi-site install. You can use a localhost install with a self-hosted WP site, but not for WordPressdotcom.
Also, themes for standalone WP and those used here on WordPressdotcom are not one to one since the later have been adapted to work in our environment.
If you are in fact asking about a site using a standalone WP install and not WordPressdotcom, a better bet would be to ask over in the forums at https://wordpress.org/support If you don’t have a username there you can register one on that page.
