I am very confused as belowthemeans.com is created through hotsgator and it was suppose to take me to wordpress.org but took me here. Aren’t I suppose to have free themes without having to pay for a plan with wordpress.org?

Your site is using the software found on WordPress.org, but there is no connection between your site and that site, as WordPress.org is not a hosting platform – it’s the website where the volunteer community makes and supports the WordPress software.
Your site is linked to WordPress.com because you’re using the Jetpack plugin. Among other things that plugin gives you easy access to all free themes available on WordPress.com (and all Premium themes on WordPress.com as well if you upgrade to Jetpack Premium).
To install any of those themes, go to My Site ->Themes and activate the theme you want.
You can also install any other available WordPress theme, either by downloading it directly from WordPress.org/themes or any other theme shop and uploading the .zip file to your site, or by searching the WordPress.org theme directory from WP-Admin ->Appearance ->Themes on your site.
