  Does the WordPress.com Personal upgrade include the Plugin feature? I want to be able to download plugins

  Plugins can’t be installed with the Personal upgrade, but a lot of plug-in functionality is already built in: http://en.support.wordpress.com/plugins/

  Only the Business upgrade has the option to add plugins.
