I have an account that is a Premium account and have purchased a WordPress theme from envato market. I don’t see an option to upload my uploaded wordpress theme. Do i have to upgrade to do so? There is an option on envato market to Install for $50. Would I be able to do that on my Premium plan?

Yes, you do need the WordPress.com Business plan, to be able and upload custom themes and plugins. You can learn more about the Business plan here.

Thank you for your quick response; I appreciate it. Is there a policy for downgrading plans? What would happen to an uploaded theme if I downgraded afterwards?

Yes, there is. According to the support guide posted by @alissonwp:
You have 30 days to get a refund, or we can help you drop to a lower plan at your renewal date. If you downgrade to a lower plan, you would lose any custom plugins or themes you had installed as well as any premium features not available in the lower level plan.

A little, but important addition to what mentioned above, from the Uploading Custom Themes for Business Plan’s support page:
Note: For your site to be compatible with custom themes you must have a domain added to your site. For mapped domains the name servers are required to be pointed to WordPress.com. Sites that are mapped to a subdomain (such as blog.mysite.com) won’t be able to use custom themes. Support for subdomains is coming soon.

@hpknight15, please use the support document that @stefbarz used, and if you upload a theme, and downgrade, that wouldn’t be recommended, and yes It will disappear, and you’ll also lose access to your plugins.
