WordPress Plugin Tab Missing

  Hi I am having trouble with my blog. The plugins tab is missing and I am not sure how to retrieve it can someone please help me. I have checked for other posting like mine but they are not help nothing I have tired has worked, please help!

  The blog I need help with is: (visible only to logged in users)
