  In the terms of service, it says that WordPress can terminate WordPress.com blogs at any time without notice and cause. Does this apply to only the free blogs? Or does it apply to blogs on upgraded plans (e.g. Premium) as well?

  The blog I need help with is: (visible only to logged in users)

  It applies to any and all sites hosted by wordpress.COM where there are Terms of Service violations. https://wordpress.com/tos/

  You will want to read these support docs as content published for the primary purpose of driving traffic to other websites is not allowed. Reference links:
