My blog aim to video tutorials. The speed is my concern so which one is fastest?

You can’t really compare the two as they are two completely different setups.
With WordPress.com (Free, Premium: $99 a year, Business: 299 a year) your site is hosted by WordPress.com. WordPress.com hosting is very good, as it includes tech support, security, backups, hosting and unlimited bandwidth, and in the case of the Business upgrade unlimited media storage. There’s no difference in speed between free and upgraded sites, but you will need either the premium or business upgrade if you want to upload videos. With Bluehost you’ll be running the WordPress.ORG software. (See: http://en.support.wordpress.com/com-vs-org/) You’ll need to take care of your own software updates, security and backups, and depending on the plan you choose you might have to pay extra if you go above a certain limit in terms of storage or bandwidth used. The Bluehost Business Pro looks like it does offer unlimited storage and bandwidth.
If ease of use is your main concern, I’d recommend WordPress.com. If you prefer to have more direct control, like the ability to install plugins and run advertising and so on, then go with Bluehost using WordPress.org.
