Is this related to your earlier questions about AdSense? We don’t use the term “publisher ID” for any internal tools here so I’m not sure what it is you are needing to know about your account.
Also it’s worth noting that while AdSense can be notoriously difficult to set up, our internal WordAds program is easy to start, just takes a few clicks and a link to your PayPal account so we can pay you.

Yes, the domain is free for the first year of registration with the plan.

You can opt into the WordAds program from your dashboard by going to Tools → Earn and clicking the Earn ad revenue button, then clicking the Join WordAds button on the Settings tab. Your application should automatically be approved.
That should take care of it! Let us know if you have any questions or need help with anything else.

I can not see Tools in my Dashboard. When I click MY Site, there is no list just icons starting My home icon.

It looks like you collapsed your left sidebar to only show icons. To fix this, click this icon at the bottom of the list to expand it back out:

Yes, a domain is included in your plan for the first year, no added charge. You can register the domain of your choice here: https://wordpress.com/domains/add/
The domain is free for the first year and we do not charge a renewal fee until next year. Also when adding your domain you will see an offer to sign up for email as well. We do not offer free email (it is not usually suitable for business use) but we do offer a professional email option that has a 3 month free trial so you can test it out.

For WordAds to work you will need a custom domain address, adding a custom domain as I indicated above is the final step. After that it can take a few weeks for advertisers to classify your site content (they scan your pages and blog posts to see what ads will fit best with that subject matter) so you may not see ads on your site until they have determined what will fit best.
Ad revenue is generated by how much advertisers decide to bid on your site each month. There are many factors that contribute to this amount, including views to your site and the site content itself. Revenue is not earned by the number of clicks on ads. I did note that your site appears to be empty however, and does not have any pages or blog posts.
Do you plan to blog actively on your site? Generating a steady stream of interesting blog posts is key to making money from ads, so without content on your site it is not expected that ads will show.

Ok, so to change the domain name of the site, I’d recommend following @staff-totoro’s advice and registering the domain of your choice here: https://wordpress.com/domains/add/ – with the plan, it would be free for the first year. :)
The Site Title can be changed in the Editor via Appearance > Site Editor here: https://eltiganimusa.wordpress.com/wp-admin/site-editor.php
The profile image can be found and edited here: https://wordpress.com/me/account
