Can i use wordpress software if i just have a free blog on wordpress.com? and what if i just buy a domain name(say only the first upgrade), will i be able to use it then?

If you have a blog here, such as this one, http://kutchtheheaven.wordpress.com/ , linked to your username, you are already using the wordpress software. I’m confused as to what you are actually asking.
If you get your own domain name and map it to your site here at wordpress.com, then instead of the web address being /kutchtheheaven.wordpress.com it will be something like yourdomain.com

If you are talking about using the software from wordpress.ORG, then you would have to buy a domain name, hire a web hosting company such as bluehost, dreamhost, etc., then install and configure the wordpress software at that web host and then export all your content from here and import it into that self-hosted installation. Figure an average monthly cost, all things considered, of about $10 to $25. You will be responsible for all installations, all upgrades, all backups and all troubleshooting. If something goes wrong, you will have to figure it out and fix it, or hire someone to fix it if you do not have that level of expertise.
WordPress has made it a lot easier to self-host an installation, but it still takes a certain skill level to do it.
