I just created a wordpress account a while ago, and a blog named: http://agirlsbeautytale.wordpress.com/ my friend created a theme for me with artisteer, but I can’t find any upload button, like the one she has in her account? Why?
The blog I need help with is: (visible only to logged in users)

I’m sorry but you can’t install a third party theme on a free hosted WordPress.com blog. Return it and get a refund if you intent to remain at WordPress.com.
We do not have FTP access to free hosted WordPress.com blogs and we not able to upload third party themes.

Only Staff can edit as every blog wearing the same theme is using the same template.
Unless you are prepared to pay for a VIP account, http://vip.wordpress.com/our-services/ there is no upgrade you can purchase that changes this at WordPress.COM.
