  I downloaded a template how do i get it in my themes folder

  You don’t. We cannot install our own themes on WordPress.com and there are no templates you can download for use here. The only themes you can use are the ones listed in the Themes Gallery.

  If you want to use a theme not listed there you’ll need to buy your own domain and hosting and set up your own self-hosted blog using the WordPress.org software.
