  I want to buy a wordpress theme individually without signing up for a plan but there is no purchase button. https://wordpress.com/theme/annalee/architectscollaborative.wordpress.com?tab_filter=business

  How can I purchase the theme only?

  WP.com: Yes
  Jetpack: No
  Correct account: Yes

  The blog I need help with is: (visible only to logged in users)

  It is a Premium theme which you get access to if you upgrade your site to an Explorer plan or higher. The theme is unique to WordPress.com and only works here and can’t be downloaded to be used elsewhere.

  It’s not possible to purchase individual WordPress.com themes, but there’s a Premium Theme Add-On which gives you access to Premium themes for a fee. More on that here:

  Same caveat that these can only be used here on WordPress.com websites.

  @themagicrobot spot on.

  Thing is, the “in-house” Premium themes, i.e. Starter and Explorer are included in the Add-on, but it’s also likely one needs the CSS Add-on to change theme Styles. At that point, it just might be more economical to upgrade to Explorer. 🤷‍♀️
