WordPress themes

I am not sure whether I can purchase a certain theme because it says it is not compatible with WordPress.com. Work with self-hosted WordPress with domain name and hosting account – I’m not sure which wordpress I have. Please advise!
The blog I need help with is: (visible only to logged in users)

http://www.theskinnyonskincare.com/ is hosted by Unified Layer, and may be a WordPress.org site. If so, compatibility with WordPress.com is irrelevant. Here is the WordPress.org theme directory: https://wordpress.org/themes/. I don’t know what the rules are regarding themes purchased externally for use on WP.org sites.
WordPress.org has separate support forums, here: https://wordpress.org/themes/.

Thanks for the answer. I’m still a little confused. I have wordpress.com but I want to use a theme from a “restored 316 designs” website. It’s a Genesis Child theme- I did not find it on my dashboard. Can I use one of these themes if I purchase it or is it not compatible with WordPress.com?

That is not possible t on any WordPress.COM hosted blog. You cannot use any third party themes on any blog hosted by WordPress.COM. You are confusing WordPress.COM hosted blogs with WordPress.ORG installs. There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot upload any third party themes. There is no upgrade you can purchase here that changes that reality.
The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.Relevant support docs:
