Forgive me for sounding ignorant or if this comes off as a stupid question but i found a theme on wordpress.org and i cannot, for the life of me, figure out how to apply to my blog. Any help would be greatly appreciated. Thanks in advance!

You can’t. WordPress.org themes can’t be applied to WordPress.com blogs. See here for more details:

One of the reasons for this is that this is a multi-user blogging platform which means we all share the same theme and wordpress files. This allows wordpress to very quickly roll out bug fixes and changes rather than having to update over 2.5 million blogs individually. Since it is multi-user, if someone were to upload a theme with malware in it (yes, they are out there) or some bad code, it could possibly bring down the entire system.
Any new theme introduced here has to go through rigorous testing and it has to be modified to run on the system here and within the limitations and restrictions here.
