WordPress time error to the extreme

Hey wordpress geeks. Hello. I’m not new here, I just forgot my username and pass to my old account so I created a new one. Here’s my problem.
I have my blog, and apparently, It’s just now that I notice this huge time error. You can view a post herehttp://patrickvalmont.com/Blog/?p=642&cpage=1#comment-517
Apparently the user GP posted this just a few minutes ago today but shows up as 1 year ago. So I checked my time in settings and it’s correct.
My time is set to UTC + 4 and my local time is correct as per my computer and country.however, on another thread –> http://patrickvalmont.com/Blog/?p=634 , the reply is normal. No hour delay. Strange. *confused*
Does anyone have an idea what might be going on ?

P.S. You set your own personal timezone here > Dashboard > Settings > General
If you do not do that your blog will be on operating on UTC (Coordinated Universal Time ) by default.
