WordPress to twitter and FB problem

I have my web designer working on setting up my word press to both FB and Twitter. Below is a request for information that I cannot find. Can you help with the info or directions on how to get it accomplished?
I found this plugin provided by Word Press that posts to twitter when you write a post on WP.

However I need the following info in order to upload it to the WordPress site. If WordPress was installed on Westhost I would have access to it but it appears you are located on the WordPress site itself. So please contact WordPress and have them give you FTP login for your account.

There is no FTP access to free hosted WordPress.com blogs liked the one linked to your username, and we cannot install any plugins or third party themes. We cannot edit templates or themes and you cannot build or use your own custom theme built from scratch at WordPress.com. There are also restricted codes.
