Hi there,
Are you referring to the site at http://peaceandhappinessproject.com/ ? If so, you are running the most up to date version of WordPress automatically since that site is hosted on WordPress.com.
If you cannot see the button, please check to make sure you have third-party cookies enabled in your browser: http://en.support.wordpress.com/third-party-cookies/
You might also try another browser (http://browsehappy.com) to see if that changes the functionality for you. If so, please let me know.
If you are still having difficulty with this, please let me know and we can do some additional troubleshooting.

I am actually referring to both of my pages. I cannot use the Media Button from the old format, which is ultimately where I would like to use it. When I go into the newest version I cannot edit my drafts. I push the edit button and my screen does not show any content. If I try to create a new post from the new format, I am still not able to upload a video, it hangs up when I press publish or gets stuck in the save mode and does not allow me to hit the publish button. I have tried all 3 browsers, Chrome, Firefox and Explorer and my cookies and popups are enabled.

When you “upload a video” are you actually trying to upload a video to your media library or are you trying to embed a YouTube, Vimeo or similar video that already exists on the web?
I ask because in order to upload videos to your sites you will need the VideoPress upgrade:
http://en.support.wordpress.com/videopress/Also, can you please clarify what you mean by “old format” and “newest version”? Are you switching between the post editor window and the various posting options from the menu bar? If so, can you please walk me through where you are starting your new post, so I can identify and try to reproduce the process?
