1. Yes, you can set up a classified ad site, accept payment and social media, but you will have to purchase business plan of WordPress for it.

1. To build a site on user-generated content, it’s best to create a forum using a software like bbPress. https://bbpress.org/ It’s a plugin that can be installed only on the WordPress.com Business plan.
To accept payments, you can make use of WordPress.com’s “Simple payments” feature, and it’s available only on WordPress.com Premium plan and WordPress.com Business plan. https://en.support.wordpress.com/simple-payments/

2. WordPress.com plans are paid annually. There are no monthly purchases, whatsoever.
