  If I get WordPress.com paid hosting can I use a WordPress.org theme such as Avada?

  Yes you can Upload Custom Themes , so you can upload the theme Avada by using the appearance feature, this feature is only available for Business Plan users only, also you can get help with Live Chat support as a Business user.
