WordPress.com is all-inclusive, you don’t have to download software, pay for hosting, or manage a web server. You can pay for different types of plans depending on your individual needs. A large number of themes are provided and there is built-in plugin functionality so you won’t need to upload your own.
WordPress.org is self-hosted and requires some technical knowledge, it places more responsibility on you, the publisher. You can download the WordPress software for free at http://wordpress.org, but it must be installed on a web server before it will work. You will need to research and install your own themes and plugins.
