To redirect the traffic from your WordPress.com blog to a new site, you will need to purchase the Site Redirect upgrade. You can set it up by following the instruction here:

    Site Redirect

Provided you have the same permalink structure on your new site and your WordPress.com blog, all of your permalinks will be redirected as well.

Alternatively you can create a static front page on your WordPress.com site that points visitors to your new site. This options is free of charge.
