WordPress.com blog in two languages

  I would like to set up a website (= a blog with static front page) in two languages, with a user-friendly option of switching languages (on the top of the page, with flag).
  I am using the Goran theme on wordpress.com.
  1) As I see, one option could be a language plugin, but it is not available in the free wordpress.com option. Would an upgrade to Premium (or Business) allow a language plugin?
  2) A more basic option is to add a second menu to the top of the page, with a link to the other wordpress site. This is, however, not available in Goran. Would a paid upgrade allow me to do this?
  (I would translate the content of the pages manually, so it is not the issue. )
  What do you suggest?

  A paid upgrade does not add plugins or change menu options.
